A "capitalist country", in recession (because of "corporate greed"), endorsing a bill for "population control" of another country.
"Starting 1967, the USAID started shouldering 80% of the total family planning commodities (contraceptives) of the country, which amounted to US$ 3 Million annually. (Aids or Investments?)
In 1975, the United States adopted as its policy the National Security Study Memorandum 200: Implications of Worldwide Population Growth for U.S. Security and Overseas Interests (NSSM200). The policy gives "paramount importance" to population control measures and the promotion of contraception among 13 populous countries, including the Philippines to control rapid population growth which they deem to be inimical to the socio-political and economic growth of these countries and to the national interests of the United States, since the "U.S. economy will require large and increasing amounts of minerals from abroad", and these countries can produce destabilizing opposition forces against the United States.
It recommends the US leadership to "influence national leaders" and that "improved world-wide support for population-related efforts should be sought through increased emphasis on mass media and other population education and motivation programs by the U.N., USIA, and USAID. [4]"
The Philippines, "One of the most corrupt country in the world." is Corruptly-Populated not Overly-Populated.
"There is little cross-country evidence that population growth impedes or promotes economic growth... The neutralist theory has been the dominant view since the mid-1980s... population neutralism has in fact been the predominant school in thinking among academics about population growth for the last half-century, The international scholars stressed that "Corruption, lack of education, and lack of opportunity cause poverty. The poor are victims of poverty, not the cause of poverty... HB 96 seeks to establish a government-managed program of population management and demographic targets in the Philippines. This policy is based on incorrect economics assumptions."
Whenever the Philippine politicians use phrases like; this bill is for the poor, welfare of the poor, good for the poor; rest assure that these political animals are up to something bad for the poor and good for themselves. If the promises of these politicians are true, by the great number of so called pro-poor bills that they'd passed since time immemorial, there should be no poor people in this country by now. Of course, maybe, not all of them are corrupt; but most Filipinos believe that a great number of them are. It is a common knowledge among us Filipinos that aside from the biggest crocodile in the world that we have, we also have so many crocodiles in our government; and they are more greedy, dangerous, and insatiable.
"Never trust a politician and a woman."
What drives Merriam Santiago, Pia Cayetano, Kaka Bag-ao, and other legislators on endorsing this counter-productive, unhealthy, anti-poor, immoral, insane, risky, controversial, divisive bill? Was it really the economic development, the good of the country, the welfare of the poor? Come on...the past had shown that this politician, particularly this woman (Santiago), is blind when it comes to seeing what is good for this country. As what have shown in her (together with Edcel Lagman) close alliance with perceived most corrupt president former President Gloria Macapagal Arroyo and her anti Chief Justice Renato C Corona impeachment stand, which can be considered a refusal for a judicial reform. The welfare of this country is the least of her concern. ....Money, enormous amount of lobby money, is a reason that would make sense!
..:I Recommends the US leadership to "influence national leaders" and that "improved world-wide support for population-related efforts should be sought through increased emphasis on mass media and other population education and motivation programs by the U.N., USIA, and USAID. [4]"

Some religious groups, particularly the "Iglesia ni Cristo", declared that RH-Bill is wicked and evil. I believe that it is also corrupt and insane and its proponents are either fools or corrupt; they have no right whatsoever to be called servants of the people. Corruption is unexusable; and like ignorance, foolishness is not an excuse.
